Abu Dhabi has set out to become an artificial intelligence-native government, and the emirate's digital strategy commits substantial investment to getting there before the end of the decade.
That target is not met by procurement. It is met by thousands of civil servants who can use these systems confidently, supervise them properly, and recognise when a system should not be trusted with a decision.
Our government programme is built for exactly that, and it is delivered in Arabic and English by a team based in Abu Dhabi rather than flown in for the week.
Five components.
- Entity readiness
Where the entity sits on the five-level ladder, what its data is actually ready for, and which functions would return most first.
- Workforce enablement
Practical capability at scale across an entity, delivered bilingually, with cohorts matched to what each group will be asked to do.
- Governance and autonomy policy
A written position on what a system may decide alone, who approves what, and who answers when it is wrong — agreed before deployment rather than after an incident.
- Keeper development
Named owners inside the entity, trained to configure, audit and defend each system in production.
- Sustained capability
A route from first cohort to an internal faculty, so the entity can train its own people without a supplier attached.
